Topics for TRECs 7&8 created the same
Differences from TREC-6 topics:
- topics guaranteed to have title words in description also
- supports grid experiments
- best words appear at least twice in topic
- narratives “tightened”
- restricted narratives to statements regarding what makes a document relevant (or not)
- no motivation, explanation, definitions
